The Temporary Teachers´ Struggle Committee Chairman Ram Chandra Adhikari said that the agreement was reached after they put pressure on the government by refusing to check the answer sheets of the recently concluded SLC exams.[break]
Joint Secretary at the Ministry of Education (MoE) Surya Prasad Gautam said that the temporary teachers, who started teaching since April 2006, would be eligible to participate in the internal competition through an amendment of the existing Education Act 1971.
The existing provision in the Act allows participation of only those temporary teachers who were appointed before 2006.
The TSC on January 4 had announced vacancies for 13,135 posts.
The government had appointed 17,000 temporary teachers between 2006 and 2012.
The MoE had been planning to hold an internal competition targeting only temporary teachers in a bid to implement the previous agreements with temporary teachers. President´s office turned down the request of the Baburam Bhattarai-led government to endorse the new amendment through ordinance.
Though the government needed to hire 40,000 permanent teachers, the vacancies were announced for the first time since 1995.
The TSC is scheduled to take examinations for the primary, lower secondary and secondary levels teachers from August 25 to 27 this year.
The disqualified temporary teachers had given the government until May 1 to address their demands or face a boycott of classes by temporary teachers at public schools across the country.
