In just two weeks since his transfer to Parsa, Kharel, who earned a reputation as an upright police officer during his previous postings as police chief in Kathmandu and Pokhara, has intensified patrolling in Birgunj. [break]
"Police are on patrol till late night," said Lalbabu Prasad Gupta, who owns a sweet shop near Birgunj clocktower. "Never before had we felt as safe as now."
The smooth flow of traffic is the first visible change effected by SP Kharel. With traffic policemen standing by at almost all intersections, drivers, especially of two-wheelers, are extra cautious not to ignore traffic signals.
"Our confidence has been boosted by his (Kharel´s) presence," an assistant sub-inspector said. "Earlier, no one would care a fig about us. Today, everyone takes us very seriously. This is reflected in the local traffic system."
Local businessmen, who were always fearful of being extorted by criminal gangs, are now heaving sighs of relief. "It´s as if we have a new lease of life," said Ashok Temani, Chairman of Birgunj Chamber of Commerce and Industry (BCCI), adding, "We hope the present state of security is not short-lived."
SP Kharel says his Birgunj posting is a tough challenge for him. "I´m not daunted, though," he says. "I am determined to maintain law and order." He has ensured a strong police presence throughout Parsa, and not just in Birgunj.
Locals say policemen are alert while on duty as SP Kharel can catch any negligence at any time. "SP Kharel can turn up anywhere any time," says Deepak Shrestha of Parsa Milanchowk. "So, the policemen remain alert. Interestingly, those policemen who never wore uniforms before as they were never supervised by senior officers are now getting their uniforms tailored."
