Rs 5.6 million for snacks during feedback collection

KATHMANDU, July 27: Preliminary estimation by Constituent Assembly (CA) Secretariat states that Rs 85.07 million was spent during feedback collection on the preliminary draft of the new constitution.

The amount was spent as lawmakers and employees at the secretariat reached constituencies for gathering suggestions.


According to the secretariat, lawmakers were provided Rs 2,500 allowance each per day for a week. 598 CA members had reached 240 constituencies. 300 employees were given Rs 1,800 per day as allowance. Employees and lawmakers received additional of Rs 1,000 as miscellaneous expense.

The Ministry of Finance had reimbursed over Rs one billion for feedback collection.

Not even half of the amount was spent, a source at the secretariat told Myrepublica.

The secretariat had published 250,000 copies of Gorkhapatra daily, 5,000 Nepal Gazette, 220,000 drafts and 100,000 copies of summary of the draft. The cost incurred in publication has not been made public by the secretariat.

Employees of the secretariat were provided whooping Rs 5.6 million as expense for snack, tea and water. To the contrary, lawmakers deployed at feedback collection complained employees failed to ensure proper management of tea and water.

People reaching the function were not provided even drinking water in most of the districts.

“After employees didn’t provide water at a program in Kaski, Chief District Officer managed water for public,” shared lawmaker Kumar Khadka.

Moreover, the secretariat had provided Rs 20,000 each to lawmakers and employees as airfare. But, many of them reached constituencies through land route. A total of Rs 1.79 million was provided to 898 people as airfare.

Rs 240,000 for telephone, Rs 187,500 for internet  

Employees deployed for feedback collection in the constituencies received Rs 1,000 each as telephone expense for one day. A total of Rs 240,000 was provided for telephone expense. Likewise, Rs 187,500 (Rs 25,000 each) was given for internet use.

Spokesperson at CA Secretariat Bharat Gautam said he can’t mention exact amount spent as they are still to calculating.

“Lawmakers and employees have just returned,” he said, “We are yet to calculate spent and remaining amount.” He assured that the details will be provided in a transparent manner.
