Row over CA member Agrawal to settle in a week

KATHMANDU, July 8: Parliamentary Business Advisory Committee (PBAC) on Tuesday decided to settle the complaint filed by the Nepali Janata Dal (NJD) chairman to suspend the party leader Bishwo Nath Prasad Agrawal from the member of Constituent Assembly (CA) within a week.[break]



A meeting of the PBAC held at Singh Durbar has asked the sub-committee formed under the chair of Prakash Chandra Lohani to submit report to the PBAC within July 16.



The sub-committee includes Shobhakar Parajuli, Bishnu Rimal, Khim Lal Devkota, Prativa Rana and Brijesh Kumar Gupta.



M S Thapa has been inducted as a member in place of Keshav Prasad Mainali in the seven-member committee as the latter is dragged into controversy due to intra-party feud in his Chure Bhavar Ekata Samaj-Nepal (CBES-N). NJD Chairman Harischandra Shah had filed an application to Parliament Secretariat demanding that Agrawal be suspended as a member of CA.



Speaker Subash Nembang has failed to take any decision on the application as the CA regulation has no provision to suspend except the member tenders resignation on his/her own.



The PBAC meeting also decided to give responsibility to settle the claim and counter claim made by two factions of Madhesi People´s Rights Forum (MPRF) and CBES-N and also the demand of Sanghiya Loktantrik Manch Chairman to suspend the membership his party CA member Ram Kumar Limbu to the sub-committee headed by Lohani.



Provision of pre-budget discussion suspended The PBAC meeting decided to suspend the provision of pre-budget discussion as mentioned in Pre-budget Regulations 2065 BS-thanks to the two-month long obstruction of House by the Unified Communist Party of Nepal (Maoist).



As per the existing Regulation, the pre-budget discussions need to be completed 15 days before the announcement of budget. The meeting also decided to allot a total 20-hour time for post-budget discussion.



Small parties like Dalit Janajati Party and Nepal Sadbhawana Party (Anandidevi) have protested the decision as each of their member would not get more than three minutes for commenting on budget.
