Polish farms await Nepali workers

KATHMANDU, June 2: In a decision that might spark controversy, the Ministry of Labor and Transport Management (MoLTM) has for the first time permitted a manpower company to send 200 Nepali workers to Poland through institutional channel.



However, it has taken no action on similar proposal filed last year by another manpower company. It had sought permission to send Nepali workers to Poland offering similar remuneration and working areas. [break]



Though Poland is among the 108 countries opened by the government, only 121 workers had managed to get jobs in Poland through individual channel in fiscal year 2008/09, according to the Department of Foreign Employment (DoFE).



MoLTM has permitted Universal International to send workers to agricultural farms owned by Poland´s Nova SP Company. The ministry has not stated why the proposal of Pioneer Overseas that sought permission for the same a year ago was not entertained.



Pioneer had also received no objection letter from Nepali Embassy in Germany to send Nepali workers to Poland.



Minister for Labor and Transport Management Mohammad Aftab Alam said they had permitted Universal Overseas to send 200 Nepali workers to Poland after knowing about the position of the Polish company from Nepali mission based in Germany.



He claimed that the proposal from Pioneer Overseas was put on hold as the employer company included in the proposal was found non-existent.



The workers have been offered jobs in poultry and strawberry farms owned by Nova SP Company. The workers will get two-year contract and get remuneration of $400 per month, excluding overtime allowance.



MoLTM has sent the file to the Department of Foreign Employment (DoFE) for implementation.



“We will allow DoFE to give prior approval to the concerned manpower agency once fees to be furnished by jobseekers are fixed,” a source at MoLTM told myrepublica.com.



Pioneer Overseas had sought permission from DoFE to send 30 workers in the first phase. It had also offered the same salary offered by Universal International.



Hansa Raj Wagle, first vice-president of Nepal Association of Foreign Employment Agencies (NAFEA), said the government had to encourage recruitment of workers through institutional channel to prevent flooding of workers through individual channel.



Poland that took European Union (EU) membership in 2004 has been taking workers mainly form Thailand and Ukraine. Poland is on the way of becoming one of the leading producers of food in the EU, thanks to booming commercialization of agriculture sector.



Poland had the highest GDP growth among the EU countries in 2009. Agriculture employs almost one-third of the total Polish workforce but contributes less than four percent to the gross domestic product (GDP).



Poland has over 2 million private agricultural farms.
