JANAKPUR, April 22: President Dr Ram Baran Yadav has expressed hopes of seeing new Constituent Assembly (CA) polls by the third week of November.

"The only solution to the current political stalemate is to hold the CA elections. Therefore, all the political parties must join hands to make the coming elections a success," the president told reporters at his home village of Sapahi in Dhanusha district, Monday.[break]

Some dissident political parties, including the Mohan Baidya-led CPN-Maoist, have insisted that they would hold talks only with the president and turned down offers for dialogue from the government and the High-Level Political Committee (HLPC) comprising the UCPN (Maoist), Nepali Congress, CPN-UML and the United Madhesi Democratic Front. The CPN-Maoist has been insisting that the party does not recognize the present government and the HLPC as legitimate entities.

Asked about the dissident parties´ insistence on talking to him alone as head of state, the president said it was the government´s responsibility to hold talks and find an amicable solution to the political deadlock. "It is the government´s duty to talk to the dissident parties and bring them into the mainstream. It is the government´s duty to talk to them and convince them," said the president.

Stating that his duty was to play the role of a capable guardian, the president said he would urge all the political parties to make the elections a success.

President Yadav arrived here to rest for four days at his home village. He has arrived here after four years.

The Nepal Army helicopter carrying the president landed at Mahendranagar. Villagers thronged Sapahi to welcome the head of state as he reached the far-flung locality in a VIP motorcade.

He said he wants to give time to his family, relatives and his childhood friends and would like to spend some time conversing with villagers about their daily concerns. He said he would prefer to avoid political issues during his stay in the village.
