Parties to register for PR system today

KATHMANDU, Sept 30: Political parties are expected to file applications for their participation under proportional electoral system on Monday. Altogether 130 political parties are registered at the Election Commission with a view to contest the upcoming Constituent Assembly (CA) election scheduled for November 19.



“Political parties that wish to take part in the proportional electoral system should file applications by tomorrow [Monday],” Chief Election Commissioner Neel Kantha Uprety told Republica. [break]



According to the calendar of events, the EC will publish the names of political parties participating under the proportional electoral system on Tuesday.



EC will publish the final list of political parties to participate under proportional electoral system on October 3 and will also allocate them election symbols on the same day.



Political parties should submit closed list of candidates on October 4 and the commission will ask them to make corrections, if any, on October 5.



As per the calendar of events, political parties should submit amended closed list of candidates on October 16, while EC will make public the final lists on October 23.



One can file compliant against competency of nominated candidates on October 24 and the commission will take decision on the issue on October 31.



EC will issue a notice regarding removal of candidate from closed list on November 7, while candidates, who want to withdraw their candidacy, can file application to this effect on November 8.



The commission will inform concerned political parties about withdrawal of their candidate´s names on November 15 and will publish the final list the same day.



The EC will begin to print ballot papers for the proportional electoral system from October 5. The commission will print 15 million ballot papers for the proportional electoral system.



According to EC officials, the size of ballot papers for the proportional electoral system will be larger as the number of political parties has increased significantly compared to the 2008 CA election.



Meanwhile, the EC on Sunday begun master trainer of training (MToT) for election observation. Altogether 130 persons from 53 observation organizations have been participating in the MToT.



“The program will conclude on Monday. With this the EC will conclude all 8 types of MToT on Monday,” Uprety said.



EC seeks clarification from Chure Bhawar




The EC on Sunday directed Chure Bhawar Rastriya Lokatantrik Party-led by Bhumi Raj Niraula to furnish clarification within three days about allegedly misusing citizenship certificates of some central committee members of the party.



The chief election commissioner said the commission took the decision after receiving complaints for the party central committee members and officer bearers that Niraula misused their citizenship certificates to prove that they are associated with the party.



The leaders, in their complaints, have claimed that they are not associated with the party-led by Niraula.
