KATHMANDU: The Nepal Federation of Indigenous Nationalities (NEFIN) has submitted a memorandum to High Level Political Committee (HLPC) demanding that 60 percent seats in the to-be-elected Constituent Assembly be allocated under the proportional representation system of election. [break]

In a five-point memorandum handed over to HLPC Coordinator Pushpa Kamal at HLPC Secretariat in New Baneshwar, NEFIN also demanded that the major parties in HLPC ensure representation of at least one candidate from each caste group. A delegation led by NEFIN Chairman Nagendra Kumar Kumal had reached New Baneshwar on Saturday afternoon to submit the memorandum.

Fifty-eight percent seats were allocated under the First Past the Post and 42 percent under proportional representation, respectively, in the erstwhile CA. NEFIN has also warned of taking to the streets if their demands are not met.
