The two ruling parties issued the whips in view of the possible amendment in the interim constitution to pass the budget for the fiscal year 2010/11.
The three major political parties -- UCPN (Maoist), Nepali Congress (NC) and CPN-UML -- along with other small parties have earlier agreed to present the annual budget in parliament through the caretaker government on Friday.
