NC sets 10 conditions for CA term extension

KATHMANDU, May 18: The Nepali Congress is preparing to hand over a ten-point document to the UCPN (Maoists) on Wednesday, specifying the party´s conditions for the renewal of the Constituent Assembly (CA) term.



According to Dr Minendra Rijal, who was also involved in preparing the document, the conditions relate to the completion of the peace process, constitution drafting and formation of a national consensus government. [break]



“We will give a deadline of May 24 for the Maoists to meet our conditions. We won´t vote [for extension of CA term] if the ten points are not addressed within the deadline,” Rijal said.



Among other things, the party has taken a formal stance on modality of integration and rehabilitation of the Maoist combatants, standard norms, and number of combatants to be integrated.



Rijal clarifying the NC stance said the Maoist combatants should be integrated into the security agencies on an individual basis and as per the norms of respective security agencies. The NC is for integration of 4,000 former Maoist fighters and rehabilitation of the remaining ones.



Rijal, who is also a Special Committee member, said the party´s document also demands handover of the arms possessed by Maoist combatants to the government. In addition, the party has maintained that the government should make new security arrangements in the cantonments by replacing the Maoist army in all the 28 cantonments.



Likewise, the NC is also preparing to propose an end to the practice of providing dual security to the Maoist leaders. Currently, Armed Police Force and Maoist People´s Liberation Army are responsible for the security of Maoist leaders.



The NC has maintained that only a consensus government can deal with issues related to the peace process.



“The prime minister should step down to pave way for formation of a national consensus government,” said Rijal. He said the party has also sought commitment from the Maoists to conclude the peace process within the first three months of the to be extended CA term.

NC´s conditions for peace and constitution drafting


  • Integration of combatants in security agencies

  • Integration on individual basis

  • Integration as per the standard norms of security forces

  • Integration of only 4,000 combatants

  • Handover of Maoist arms

  • End of dual security to Maoist leaders

  • Formation of consensus government

  • Agreement on outstanding issues of constitution drafting

  • Draft of the constitution by May 28



The NC has also sought an agreement among parties on state restructuring, system of governance and electoral system before the May 28 deadline and to make public a draft of the new constitution.



The party has announced that it will make its position on the peace process and constitution drafting public during its mass gathering on May 20 in Kathmandu. It has already given an informal deadline of Thursday to the Maoists and other parties to reach understanding on the peace process and constitution drafting.
