NC makes public election manifesto

KATHMANDU, Oct 24: Nepali Congress (NC) on Thursday made public its election manifesto with provisions of parliament-elected executive prime minister and ceremonial president as the new governance system of the country.



NC General Secretaries duo Prakash Man Singh and Krishna Sitaula jointly unveiled the manifesto amidst a program organized at its central party office, Sanepa, this afternoon.[break]



In the manifesto, the NC has proposed a seven-state federal model while keeping the option of 13 state-model open for discussions in the manifesto.



However, the party has proposed for naming federal states so as to ensure multiple identities and a strong local government. NC has proposed giving authority to the elected provincial assembly to choose the names of the states.



Likewise, the party has expressed commitment to a secular state, constitutional supremacy, independent judiciary, and independent constitutional bodies, guarantee of civil liberties, right to property, autonomous local government and sovereignty vested in the people, among other things.



The manifesto has also envisaged transforming the country into a prosperous one within 10 years through promotion and development of agriculture, tourism and hydro-power sectors.



The party has also expressed commitment in the manifesto to hold elections to the local bodies six months after the Constituent Assembly (CA) poll scheduled for November 19.



The local bodies are remaining without people´s representatives for the last 16 years to consolidate the democratic tradition at the grassroots level.



In the new manifesto, the NC has stuck to the same positions as in the previous CA on key contentious issues of the new statute such as federalism, electoral system and system of governance.
