BIRATNAGAR, Dec 30: The government's campaign titled "Janata ko sambidhan janata ko maajh" [taking people's constitution among the people] to make people aware of the provisions in the new constitution, started in Biratnagar on Monday where Deputy Prime Minister Bijay Kumar Gachhedar inaugurated the campaign.

Speaking at the inauguration function, leaders of the ruling parties admitted that the constitution failed to address the sentiments of people of the diverse communities. They further stressed the need for responding to the voices and the identities of the diverse communities through constitutional amendments as soon as possible.

"When the constitution was set to be promulgated, I myself was in a dilemma over whether to support the constitution," said Gachhedar addressing the function. He added that the protest had prolonged due to the failure of the country's top political leadership to appreciate the spirit of my proposal on demarcations of federal provinces.

Gachhedar mentioned that there is always room for improvement in the constitution and that participation of the the agitating groups in the amendment process would be in favor of the people of all the marginalized communities including the Madhesi, Dalit and ethnic groups.

"The amendment proposal was sent to parliament within 100 days of the promulgation of the constitution and this must be acknowledged by the protesting parties also," said Gachhedar.
Nepali Congress' lawmaker Amrit Aryal said that the big parties wanted to avoid delaying the promulgation of the constitution as the first constituent assembly's term expired without giving constitution to the country.

"Also, leaders were under psychological pressure to promulgate the constitution as soon as possible because they feared that various elements were conspiring against the constitution," said Aryal.

He added that his party has stood in the favor of determining electoral constituencies on the basis of population.

The awareness campaign will last till January 12 in the Morang district.
