Maoist blamed for underperformance

KATHMANDU, June 15: Appraising its one-year performance on Tuesday, the government has blamed the main opposition UCPN (Maoist) for the government´s underperformance.



Ministers claimed that the government couldn´t perform in its full capacity due to regular obstruction by the main opposition UCPN (Maoist). The present coalition was formed in the last week of May 2009 with support from 22 of the 25 political parties represented in parliament. [break]



Ministers, however, claimed that the government was successful in improving law, order and security situation, and introducing reformative programs.



“Though the government failed to exploit its full capacity, it has succeeded in preventing the country from sliding into the state of anarchy and chaos, and safeguarding people´s rights,” Minister for Information and Communication Shankar Pokharel said at a press meet organized to make public the government´s achievements.



Ministers said it was not a smooth ride in power as the government had to listen not only to the ruling parties but also to various other political parties who backed the government.



Pokharel, flanked by other ministers, said the government took the constitution writing and the peace process ahead with a top priority despite non-cooperation and obstruction by the largest party.



The government has described release of 4,008 Maoist combatants, who had disqualified in UN-verification few months back, as a major achievement in the peace process. The government claimed to have succeeded to discharge them while “the previous Maoist-headed government had failed to do so”.



The government also claimed that it has taken the peace process much ahead and once the Maoists agree on the number of its combatants to be integrated into security agencies and the modality of the integration and rehabilitation it could be taken to a logical conclusion.



Ministers claimed significant improvement in law, order and security situation was achieved mainly after implementation of Special Security Program.



The government has claimed that it has succeeded in establishing several academies that was overdue for the past four years and in reactivating several commissions, committees and councils that had remained inactive for over 10 years.



Increment in revenue collection in comparison to previous fiscal years, control in inflation rate and curtailing the price rise of daily commodities are some other areas that the government claims to have made progress.



When asked to name some of the top development activities given priority by the present government, Pokharel said work progress at Melamchi drinking water project, Kathmandu-Tarai fast-track road project, progress in upgrading three airports in Bara, Pokhara and in Rupandehi into international airports were some of the significant works done by the government.
