The new constitution should be promulgated and the peace process should be concluded to institutionalize republic, he said.
Saying that mutual harmony has to be promoted by ending politics of blame game, he said all Nepalis should work together to end politics of violence and to maintain national unity.
The government has been investing in health and education sectors in a big way but the return is not as expected, he said.
Politics has been affecting the education sector as well, he said and lauded contribution made by local people for quality education.
On the occasion, the President thanked all for their contribution to build the concrete 18-room building constructed at Rs. 10.5 million.
