House deadlock ends

KATHMANDU, July 6: The ruling CPN-UML and the Nepali Congress and the main opposition UCPN (Maoist) have finally agreed to resume the parliamentary proceedings that have been continuously disrupted by the Maoist lawmakers.



As per the agreement, Prime Minister Madhav Kumar Nepal in his speech to the parliament would include the terms "President" and "Chief of Army Staff" and make a commitment to address the Maoist demand for "civilian supremacy" after holding consultations with other political parties, while the Maoists would allow the resumption of the House meetings. [break]



The political parties will also seek consensus of other political parties to amend the interim constitution to clarify the jurisdiction of the prime minister and the president. Top leaders from the three political parties will hold further talks on Monday to discuss the issues.



The agreement has paved the way for the summoning of the budget session in which the government will present its program and policies and a budget for the next fiscal year.



"We have agreed to resume the House. It is most likely to resume from Monday," UML chief whip Bhim Acharya told myrepublica.com.



The Maoists have continuously been disrupting the parliamentary proceedings since May 4 to protest what they call the extra-constitutional move of President Ram Baran Yadav to reinstate Chief of Army Staff Rookmangud Katawal, despite the then Maoist-led government´s decision to sack him.



Maoist spokesperson Dinanath Sharma conceded that an agreement has been reached with the UML and the NC leaders, but said, "We will strike a formal deal on Monday only".



During the meeting, the Maoists had also raised other issues including the fragile peace process and the integration and rehabilitation of the Maoist combatants.



Earlier, Prime Minister Nepal had met Maoist chairman Pushpa Kamal Dahal at Godavari on June 21 and requested him to let the House meetings resume. The initiatives led nowhere after the NC pulled out of talks saying that they did not want the issue of the President to enter the House as the Speaker had already rejected it.
