Submitting a memorandum on Friday, a delegation from opposition Rastriya Prajatantra Party Nepal (RPPN) urged Prime Minister Sushil Koirala to summon the winter session of the parliament at the earliest.
Prime Minister Koirala assured the RPPN delegation of summoning the House session at the earliest and that he would entrust two of his ministers to start the process, said RPPN deputy spokesperson Mohan Shrestha."The uncertainty of House session curtails the right of lawmakers to raise issues in favor of people and question wrongdoings by the government," reads the statement by RPPN Chairman Kamal Thapa.
Although the government plans to summon the budget session of the parliament by mid-May, winter session is likely to be skipped.
Government had delayed the session after the January-19 brawl in the Constitution Assembly (CA), which also functions as parliament. Though there is tradition of convening the House session two times a year, there is no obligatory provision for the winter session.
UCPN (Maoist) Chief Whip Giriraj Mani Pokhrel also said that summoning House session twice a year is simply the duty of the government.
"It should not be an issue of asking and summoning the winter session, it is government duty," said Pokhrel. "However, incumbent government appears to be afraid of criticism from the opposition sides."
Speaker Subas Nembang has also been pressing the government to convene the winter session of the parliament even if it is for a short duration.
As per the constitutional provision, president summons a House session following recommendation from the prime minister.
