Delay in drafting constitution would be disastrous:PM

KATHMANDU, March 25: Prime Minister and Chairman of Unified Communist Party of Nepal (Maoist) Pushpa Kamal Dahal on Wednesday warned that the country will plunge into an unimaginable situation if constitution-drafting process is not completed in time.



Speaking at the Constituent Assembly’s Constitutional Committee meeting, Dahal said Nepal’s nationalism, integrity and sovereignty will be at stake in case the CA failed to formulate the constitution within stipulated time. [break]



“People still doubt whether we can accomplish the very task of constitution-making because of the hurdles we have been facing in the course of drafting of the statute,” said Dahal. “The misunderstandings surfacing frequently among the ruling parties have added further doubt among the people.”



PM Dahal, however, said the ongoing peace process was heading to positive direction despite some misunderstandings among the parties over running of the government. “We have already formed a special committee on integration of armies and its technical committee also has been formed,” said Dahal. “The special committee has taken all the decisions through consensus and has given hopes that we can conclude everything related to peace process by end of Asar (mid-July).”



Dahal on the occasion put concept of his party on the content and feature of the new constitution. He tried to convince all the political parties in the CA that his party is strongly against any type of dictatorial or authoritarian systems.



The prime minister said his party is for a presidential system of government with a prime minister and a cabinet for supporting the president to look after day-to-day administration. “But we are flexible to change our stance if any logic comes for the better interest the people,” he said.



He said the Maoists wanted three-tier federal system being federation at the top, autonomous provinces at the center and sub-autonomous local units at the bottom. Dahal said his party wants bicameral legislature at the center where 75-member upper house represents the provinces and 245-member federal people’s representative assembly represents the people. The representative assembly should be elected through mixed electoral system.



The Constitutional Committee of the CA has started consultation with all the political parties represented in the CA on the new constitution. The committee is holding similar meeting with Madhesi People’s Rights Forum, Rastriya Janashakti Party Thursday morning.
