According to the Kathmandu Metropolitan City (KMC), several business complexes have defied the order of the KMC to clear the taxes. "Many have not paid taxes for the past 22 years," said Mahesh Kafle, information officer and chief of the Revenue Division. "We issued them notices several times but they have so far ignored our call," he said.Kafle said that some of the complexes paid the taxes after frequent KMC efforts. "Several others have yet to pay," he added.
According to Alfa Beta Complex and people's Plaza, they are in the process of paying the taxes to the KMC. Trade Tower, which was padlocked by the KMC a couple of years ago for not paying the taxes, has moved the court against the KMC.
"It has become difficult to take legal action against them in the absence of elected representatives in the local bodies," KMC officials said. "Even government-owned business complexes have not paid the taxes."
The KMC, which presents an annual budget of Rs 3 billion each year, is forced to bring deficit budget due to its failure to collect municipal taxes. Although KMC's target is to collect Rs 2 billion in taxes it collects just around Rs 1 billion per year, according to the KMC.
