The committee said the services can be governed by separate regulations according to the nature of the service. The committee agreed that the civil service should be renamed public service (Sarwajanik Sewa) in the new constitution. The committee okayed the concept unanimously.
The committee also recommended that there should be three administrative tiers -- central, provincial and local. After enforcement of the concept, the existing zonal and district levels will no longer exist.
The committee has envisioned a system for recruiting public servants on the basis of a proportional, inclusive principle, basic qualifications and performance. Besides that, it has also recommended compensating dalits, women, ethnic communities, indigenous nationalities, backward communities and areas, Madhesis, Muslims and the differently-abled with additional seats in public service on the basis of their population if these communities are under-represented in any sector. The Human Development Index will be the standard for defining their status.
As per the concept, the Public Service Commission (PSC), a federal constitutional body at the central level, will be responsible for selecting employees for the central government. And PSCs in the provinces will select employees at the province and local levels. Under the existing system, the PSC at the center is the only body responsible for selecting civil servants for all central as well as local levels.
CA members on the committee said the idea is to devolve authority downwards and to ensure proper representation of all the communities in the administration.
