NEPALGUNJ, June 20: Panicked from threats of extortion, secretaries of 31 out of 46 VDCs in Banke have resigned en masse.

"We have been forced to resign after we continue to receive letters threatening physical action on failing to pay donations," said President of the VDC Secretary Rights Protection Forum Parshuram Shukla after submitting the resignations to Local Development Officer (LDO) of Banke Bishwa Raj Dotel.

The secretaries have been feeling insecure since secretary of Sitapur VDC Indra Bahadur Shrestha was murdered while returning home after duty three months ago and they have been carrying out their duty from district headquarters. Police have not been able to make any headway in the case till date.

Some of the various underground outfits operating in the Tarai have been demanding Rs 200,000 while others are asking for 25 percent of the development grant for VDCs. The secretaries are even afraid to take any unknown call in their cell phones due to the threat of extortion.

"We have decided to resign feeling that our job is not greater than life," said one secretary.

The secretaries had expressed dissatisfaction over the security conditions with Chief District Officer (CDO) Basudev Dahal, police chief Mahesh Bikram Shah and LDO Dotel before tendering resignation.
