SSPs file writ against alleged irregular promotion

KATHMANDU, Dec 23: Six Senior Superintendent of Police (SSP) of Nepal Police have filed a writ petition at the Supreme Court against the recent decision of the Council of Ministers to promote five SSPs to the post of Deputy Inspector General (DIG).



In the writ filed on Sunday, they have alleged that four of the five promoted to the post of DIG were junior to them and have called for dissolution of the cabinet decision.



It may be noted that the cabinet had on December 19 promoted Shyam Bahadur Khadka Nawaraj Silwal, Prakash Silwal, Jaya Bahadur Chand and Bam Bahadur Bhandari to the post of DIG.



However, of them only Shyam Bahadur Khadka is senior to the writ petitioners SSPs Rabi Pratap Rana, Purna Singh Khadka, Manohar Prasad Rimal, Ram Kumar Khanal, Gyanod Raj Baidhya and Tara Prasad Lamichhane, it is stated in the petition.



The petition was filed by SSP Lamichane on behalf of the alleged sufferers. The petitioner has argued that the promotion was against Police Regulations (rule 21 and 24), the Supreme Court verdict and the Interim Constitution (articles 12, 13 and 27) and demanded a certiorari order and withholding of the promotion process until the case was finalized.



The Office of the Prime Minister and Council of Ministers, the Home Ministry and the Police Headquarters have been named as defendants in the writ.
