Baidya likely to register note of dissent Friday

KATHMANDU, April 29: Senior Vice-chairman Mohan Baidya is likely to register a note of dissent against the political document of Chairman Pushpa Kamal Dahal in the party central committee (CC) meeting on Friday, though attempts are being made to incorporate the views of Baidya and pass a unified document.



Some leaders, including party General Secretary Ram Bahadur Thapa, have been taking initiatives to convince Baidya not to register a note of dissent and let his views be accommodated in Dahal´s document.[break]



“But Baidya remains adamant in his position and will probably register his dissent,” said a leader close to Baidya who has argued that he would withdraw his document from the CC only if the chairman follows suit.



On Thursday, while answering questions raised by CC members, Dahal also requested Baidya to agree to a unified document, instead of registering a note of dissent.



“The party should address his concerns,” a leader quoted Dahal as saying.



The Maoist chief also argued that his new document is not different from the one endorsed after the Palungtar plenum last November. “I have only proposed some programs to be implemented before May 28. We will hold a meeting and decide what to do after May 28,” Dahal stated. He also argued that his document is not different from that of Baidya.



Baidya, who has presented a separate document, is scheduled to clarify his position to the party leaders on Friday.



Clarifying his ideological stance, Dahal mainly focused on three key points: constitution drafting, integration and rehabilitation of the Maoist combatants, and the government.



According to sources, Dahal stated that the party should sincerely put in its best efforts to prepare an integrated draft of the constitution by May 28. “We should move ahead in such a way that not only the party leaders and cadres, but also the masses and international actors are convinced that the Maoists are honest about writing the new constitution,” a CC members quoted Dahal as saying.



“The party should work for the preparation of the first integrated draft through consensus, and also by incorporating the views of the majority at the CA,” party leader Dev Gurung quoted Dahal as saying.



Dahal also stated that the party should agree on the modality for integration and begin the process of “regrouping” of the combatants as soon as possible.



The Maoist chairman also said he is not in favor of dissolving the current collation.



“This government was formed with our backing, so we should not dissolve it. We should give full shape to the government at the earliest,” a source quoted the chairman.
