Writ filed against Raju Basnet promotion

KATHMANDU, Oct 14: At a time when national and international human rights organizations are making a hue and cry over the promotion of Brigadier General of Nepal Army (NA) Raju Basnet, a writ petition on Sunday was filed at the Supreme Court (SC), challenging the government´s decision to promote Basnet.



Altogether 34 petitioners, including rights organizations and conflict victims, moved the apex court demanding that the court scrap the government´s decision regarding Basnet´s promotion. [break]



Despite the concerns raised by rights activists over his alleged involvement in human rights violations, the government on October 4 had promoted Basnet to the rank of brigadier general.



The petitioners have argued that the government´s was unconstitutional and illegal because Basnet was implicated in the forced disappearance of 49 Maoist cadres from Bhairavnath Battalion during the insurgency.



They have also stated that the promotion was against separate recommendations made by the National Human Rights Commission (NHRC) and the Office of the High Commissioner for Human Rights (OHCHR) asking the government to bring Basnet to book for his alleged role in the torture and disappearance.



Similarly, the petitioners have said that the decision also disobeys the apex court´s order to investigate the case against the later through a commission after introducing new law on disappearance.
