TRC receives 125 insurgency-era complaints on first day

KATHMANDU, April 17: The Truth and Reconciliation Commission (TRC) has received an encouraging number of cases on the first day of its two-month campaign for receiving complaints pertaining to insurgency-era serious human rights violations.

Altogether 125 complaints from victims of the decade-long armed insurgency were registered across the country on Sunday, said TRC Chairman Surya Kiran Gurung.

TRC has started receiving complaints from its office at Baharmahal, Kathmandu and at district peace committee offices in all 75 districts, starting from Sunday. The complaints will be accepted till June 16.

Chairman Gurung informed that the victims have collected complaint forms for filling up and 130 forms were taken from the TRC office in Kathmandu.
The commission has sought complaints over kidnapping or taking of hostage, thrashings that caused physical disability, physical or mental torture, rape and sexual harassment, looting, capturing, vandalizing and arson against personal or public property, forced displacement or any other cases of violation of international humanitarian law and crime against humanity.

According to Commissioner Madhavi Bhatta, who is also spokesperson of the commission, 23 complaints were received at the TRC office on Sunday. Besides this, 16 complaints were recieved in the eastern region, 24 in the central region, 11 in the western, 26 in mid-western and 12 complaints in the far-western region.

Victims of serious human rights violation, either by the state or the Maoist side during the 1996-2006  armed insurgency, can register their complaints at the commission through the district peace committee offices or at the TRC office itself in Kathmandu. The commission has also asked victims to submit their complaints via email (trcbabarmahal@gmail.com <mailto:trcbabarmahal@gmail.com>;; ) or by dialing the commission's toll-free number 16600100020.

“Many complainants who arrived at the TRC office Sunday were unable to register their cases without assistance from commission officials,” said Gurung.

TRC will start studying the complaints immediately after their registration and mobilize teams for further investigation of the cases, the commission officials said.

Meanwhile, TRC Commissioner Bhatta has objected to the commission not entertaining grievances from stakeholders across the country over the involvement of former Maoist combatants in the oversight mechanism. The mechanism was formed by the commission to monitor the complaints filing process and the access of victims to the complaints registration process.
