TRC bill to be ready by Dec 15

KATHMANDU, Nov 18: The Ministry of Peace and Reconstruction said on Wednesday that the much-awaited bill on the Truth and Reconciliation Commission (TRC), a transitional justice mechanism proposed in the Comprehensive Peace Agreement, will be ready by mid-December.



"The ministry is working on a war footing to finalize the draft of the bill by the end of this month [Mangsir]," Peace Secretary Punya Prasad Neupane said, adding, "I have directed the officials concerned to ready the draft within the set deadline."



The proposed commission is supposed to look into serious human rights violations and crime against humanity in course of the armed Maoist conflict for creating an atmosphere for reconciliation in the society.



According to Neupane, the ministry has already held consultations at the cluster and regional levels and is holding discussions at the thematic level. Now the ministry is planning to hold a national level consultation to give final touches to the bill.



On Wednesday, the ministry and National Women Commission jointly organized a two-day consultation with women representing a diverse fields of expertise.



"Though it has already been late to form the TRC, we want to make sure that the bill incorporate suggestions from all people affected by the conflict," said State Minister for Peace and Reconstruction Dilli Bahadur Mahat while inaugurating the consultation meeting in Lalitpur.
