Tendency to register public land in the name of individuals has increased: CIAA

KATHMANDU, Nov 13: The Commission for the Investigation of Abuse of Authority (CIAA) has concluded that the trend of registering government land in the name of individuals has led to corruption.

In the 33rd annual report submitted to President Ram Chandra Paudel by the officials of the Authority, it is mentioned that there will be irregularities in public land to register in the name of the individual.

The CIAA has come to this conclusion by analyzing the land related cases filed in the fiscal year 2022/23.

“The trend of registering public and trust lands in the name of specific individuals in an illegal manner is observed,' as mentioned in the annual report of the authority," 'Government, barren, jungle, fallow, and Guthi (trust) lands are being registered and sold under the names of individuals or private companies,” the CIAA report further states.

The CIAA has pointed out that there are 14 different types of irregularities in land related matters.

Giving the example of Lalita Niwas land-grab scam, the CIAA mentioned that there is a problem of people registering and selling the government land acquired after receiving compensation in their own name.

The CIAA has concluded that there is a trend of buying and selling government land in private land and distributing it in places where there is expensive land. It is said in the report, "It was found that the owner of the government/public land was usurping the government land by making fake land ownership certificates."

Another problem mentioned by the CIAA is that the documents in the records of the Land Revenue Office are changed and the details are corrected, and the land of one person is registered in the name of another person by maintaining a fake land owner.

The officials of the CIAA said in the report that it was seen that bribes were demanded when land blueprints and map traces were provided to the Survey Office, "There is a problem of taking bribes directly even for the general work of land administration by creating a compulsion to go through an intermediary."

It is said in the report, "There is a problem of determining the capital gains tax and registration fee by maintaining a lower amount than the actual value of the land, collecting the revenue from fake receipts and misappropriating it without filing it according to the prevailing law."

The CIAA also said that there is a problem of passing the land withheld by the court without looking at the documents and records, proving that the land withheld is not withheld. "It has been found that at the request of the cooperative organization, unauthorized benefits have been taken by holding the vision of the individual land hostage and changing the name of the land in collusion," as mentioned in the report.

The CIAA drew the attention of the government through a report saying that there is a tendency to occupy government land in the name of Guthi, Pratishthan (Hall), etc.
