With the new thematic report in, the subcommittee now has 100 questions in total to settle. The state restructuring draft includes a list of 78 questions and the subcommittee already has a list of 22 disputes from other thematic reports that are yet to be resolved.[break]
"This meeting has decided to forward the report on state restructuring and devolution of state powers along with a mandate to settle contentious issues and prepare a consensus model of state restructuring, duly addressing the concerns raised in this connection," said the statement issued by the CC secretariat.
The federalism model and number of provinces to be delineated are thorny issues in the state restructuring report. While preparing the thematic draft, the UCPN (Maoist) proposed delineation of 14 provinces while the Nepali Congress (NC), CPN-UML and some other parties have been insisting on not more than six or seven provinces. Similarly, the Maoists are for restructuring the country mainly on the basis of ethnicity while the other parties are against this. The non-Maoist parties have been insisting on restructuring the country on the basis of geographical and economic viability.
The CA´s 64-member CC formed the five-member subcommittee with a view to expedite dispute resolution. UCPN (Maoist) Chairman Pushpa Kamal Dahal heads the subcommittee. Former prime minister Madhav Kumar Nepal, NC Parliamentary Party Leader Ram Chandra Paudel, Laxman Lal Karna of Nepal Sadbhavana Party and Kalpana Rana of CPN (Samyukta) are members of the subcommittee.
