Special Committee meeting on Wednesday

KATHMANDU, Sept 15: Prime Minister Madhav Kumar Nepal has called a meeting of the Special Committee for Supervision, Integration and Rehabilitation of Maoist Combatants for Wednesday morning to give final shape to key documents that it is believed will pave the way for starting the overdue rehabilitation and integration process.



The documents relate to a plan of action for management of the combatants, a code of conduct for them, the modality of integration, a rehabilitation package and monitoring mechanisms. [break]



The plan of action and code of conduct are ready for signing. A source close to the prime minister told myrepublica.com that the prime minister, who is also head of the Special Committee, is likely to ask the UCPN-M representative on the committee to sign the document at the Wednesday meeting.



"We are positive now," said Janardan Sharma, a Maoist representative on the committee.



The finalization of these key documents has been pending for a long time due to differences between the government and the opposition UCPN-M.



The prime minister wanted to convene a meeting of the Special Committee on Tuesday afternoon but postponed the plan following a request from Maoist representatives on the committee.



The integration and rehabilitation of 19,602 Maoist combatants is at the center of the ongoing three-year old peace process. The government and the Maoists have agreed to complete this outstanding task sometime between September 17 and January 14, 2011.



Sharma said his party continues to maintain that the number of combatants to be considered for integration should not be fixed prior to starting the process of rehabilitation and integration.



The UCPN-M is opposed to deciding the number of combatants, with no explicit reason, before the start of the process, while other parties have maintained that the number should be determined beforehand.
