KATHMANDU, Nov 28: Speaker of the House of Representatives (HoR), Agni Prasad Sapkota has urged the provincial governments to play the guardian’s role to local levels.
He said that such a role of guardianship is essential to strengthen democracy and institutionalize federalism.
In an interaction program organized by the Federal Parliament in exchange of experiences of running federal and provincial parliament in the capital on Saturday, Speaker Sapkota urged the provinces to guide the local levels basically in drafting the laws.
He also reiterated that the speakers and deputy speakers should play an impartial role as these posts are for coordinating all sides.
Speaker Sapkota said provinces have the opportunity to establish their identities overcoming the challenges.
Speaking in the same program, National Assembly Chairman, Ganesh Prasad Timilsina opined that allocation of the budget to the ministries according to their needs is a must.
He said that the government should address the issues obeying the ruling of the parliament. The Upper House Chair said the lawmakers should focus on drafting laws rather than on developmental activities.
