Speaker asks parties to appoint CC chair

KATHMANDU, July 8: Speaker Subash Nembang on Tuesday drew attention of political parties to fill the post of the Constitutional Committee (CC) Chairperson at the earliest. [break]



The post has fallen vacant after the then chairman, Madhav Kumar Nepal, got elected as prime minister on May 23.



At a meeting with the chief whips of political parties, Speaker Nembang asked the party whips to resolve differences which party should head the CC, according to NC chief whip Laxman Ghimire.



Nembang suggested forming a sub-committee so that the CC can continue its normal function even as the parties fail to arrive at consensus over its leadership on time.



NC and the Unified Communist Party of Nepal (Maoist) have been staking claim to the post of CC chairman. This has deferred the appointment of new CC chairperson.



The CC is entrusted to prepare the draft of new constitution as per the suggestions and directives given by Constituent Assembly (CA) in the concept paper and preliminary drafts submitted by each of the 10 thematic committees.



The CC is entrusted to develop preliminary draft on emergency power arrangement and preamble of new constitution as they do not fall under the jurisdiction of the thematic committees.



National Interest Preservation Committee, Committee for Determining the Base of Cultural and Social solidarity and Committee to protect rights of minority and marginalized communities have already submitted their concept paper and preliminary drafts to the CA. The CA has already completed deliberation on their drafts. The CC has failed to work in the concept papers of these thematic committees due to absence of CC Chairperson.



Likewise, deliberation on the concept paper and preliminary draft prepared by Committee for Determining the Structure of Constitutional Bodies (CDSCB) is set to begin from July 16.
