Secys refuse to sign performance contract

KATHMANDU, May 23: A majority of incumbent government secretaries have refused to sign the performance contract prepared by the Office of Prime Minister and Council of Ministers (OPMCM) saying excessive political intervention has ruined working environment in their offices.



In a recent OPMCM meeting, almost all secretaries, except secretaries Rameshowar Khanal and Balananda Paudyal, refused to sign the contract. “Most of the secretaries refused to sign the performance contract fearing possible action for not being able to abide by the commitment,” a source told Republica.[break]



“Ministers interfere in our work. We cannot work in a free environment. In this backdrop, how can we perform our duty as expected," a source said quoting secretaries.



Some of the secretaries who refused to sign on the contract also showed budgetary constraints for their inability to complete their tasks within a certain deadline.



As per the contract, those who fail to conduct their respective responsibilities within the stipulated deadline are liable to departmental action, which may also amount to expulsion from service.



The OPMCM had drafted a performance contract as per the provisions of Civil Service Act. According to the provisions of the contract, all secretaries are required to make a written commitment before the OMPCM to complete their tasks within a certain timeframe.



As per the contract, the secretaries are also required to give certain responsibilities to their respective departmental heads, monitor their activities, submit work plan and report progress on work to the OPMCM.
