Secretariat members visiting cantonments in groups

KATHMANDU, Jan 17: Members of the secretariat under the Special Committee have decided to visit all cantonments to conduct orientation on supervision of arms for new arms monitors.



“We are visiting cantonments in three groups most likely from Tuesday,” said secretariat member Dr Dipak Prakash Bhatt, “We may postpone our plan if a formal program for handover of cantonments to the Special Committee is scheduled before Friday.”[break]

 

The members will give terms and reference of monitoring to the arms monitors that comprises representatives from the Nepal Army, Nepal Police, Armed Police Force and the Maoist army combatants.



But in the case of the NA´s Chhauni Barrack, all the 12 members of the secretariat will go together to conduct orientation training for the monitors there.



Situation center to be set up



The secretariat on Sunday discussed a proposal on setting up a situation center that will serve as a mechanism for reporting by the new field arms monitors, according Chandra Prakash Khanal, another secretariat member.



Secretariat members said that the secretariat is expected to finalize the mechanism on Monday.



“Such a center will have four representatives each from the Nepal Army, Nepal Police, Armed Police Force and the Maoist army,” said Bhatt.



The center will remain open round the clock for reporting purpose.



Homework for formal program begins



Meanwhile, the UCPN (Maoist) has started discussions from Sunday on the kind of formal program to be organized to hand over cantonments to the Special Committee.



“We have started discussions,” said Khanal, without giving the details.



Meanwhile, a government source said Prime Minister Madhav Kumar Nepal and Maoist Chairman Pushpa Kamal Dahal have reached a gentlemen´s agreement on a tentative date to conduct the formal program on Saturday.  



“The date has not been disclosed at Dahal´s request,” said the source, adding that Dahal wanted the date to be endorsed from the party before it is made public.
