Responding to a writ petition filed by Dipendra Shakya, a disabled person of Bhaktapur, a division bench of Justices Tahir Ali Ansari and Kamal Narayan Das on Tuesday ordered the government to provide a monthly special allowance ranging from Rs 500 to 3,000 to each partially disabled and Rs 3,000 to 5,000 to completely disabled and mentally ill. The apex court has ordered the government to appoint at least one social welfare officer in each district within six months, provide the allowance to concerned peoples within three months and to inform the court about the implementation of the order within seven months.
Similarly, the SC has ordered the government to classify the disabled peoples into physically and mentally disabled categories, and build at least one shelter for disabled peoples in each district each year.
Also, the court has ordered the government to effectively implement the provisions on health, education, training and employment, among other facilities to disabled peoples.
Likewise, the apex court has ordered the government to formulate special arrangements and programs for disabled peoples and implement them gradually.
