Rastriya Janamorcha demands govt halts process to grant amnesty to Resham Chaudhary

KATHMANDU, May 26: The Rastriya Janamorcha Party has demanded the government stop the process initiated to grant amnesty to the leader of Nagarik Unmukti Party (NUP) Resham Chaudhary who is currently in Dillibazar jail serving a life term.


On Friday, the Janamorcha party issued a statement protesting against the government's decision to grant amnesty to Chaudhary and demanded that the process be stopped.

In the statement issued by chairman of Rastriya Janamorcha Party, Chitra Bahadur KC today, it is written, “The Tikapur incident was not a political event but a massacre. The process initiated by the government to grant amnesty to the main culprit of that carnage and release him from imprisonment on the occasion of Republic Day is just a political transaction or bargaining to carry on his government.”


KC said that granting amnesty to the perpetrators or those involved in the 'Tikapur massacre' will increase impunity, politicization of crime and criminalization of politics. KC also reminded that in the past, the government had made a decision not to proceed with the case of Rabi Lamichhane's passport through political bargaining, which cost the government profoundly.


In September 2015, seven security personnel and a minor were killed when the protest by Tharuhat Tharuwan in Tikapur of Kailali turned violent. The District Court, High Court and Supreme Court have ordered Chaudhary to serve life imprisonment in connection with the Tikapur massacre. 


According to the verdict, Chaudhary should remain in prison until Falgun 13, 2094 BS. But in Article 276 of the Constitution, there is a provision that pardon can be granted. Using that provision, the government has advanced the process of amnesty to Chaudhary without even waiting for the full verdict of the Supreme Court.
