The prime minister is terming the presidential move reinstating the then army chief as ´constitutional´ just to prolong his stay in power. The president´s move to reinstate the former army chief Rookmangud Katawal was in no way ´constitutional´. Where does it say in the constitution that the government sacks and the president reinstates the army chief? 18 political parties had encouraged the president to take a wrong move. UML followed what Nepali Congress asked to avoid additional problems since there were only eight months left to prepare a new constitution.
UML is not supporting the Maoists in their demand to debate the presidential move in the parliament to placate the Nepali Congress as the current government is formed with the support from the Congress. Maoist movement for the cause of ´civilian supremacy´ is laudable and our party would stand ready to address the issues raised by the Maoists if the NC did not show any reservations.

The PM said that ministry activities are severely affected due to the absence of the minister and the secretary at the same time. He urged all the ministers to cancel foreign visits including that of respective secretaries.
Don´t run after international visits, leaving ministry activities unsolved and chaotic, the PM said to the ministers. The PM warned the ministers not to remain absent for long if they are not attending any urgent or vital event.
He said, “I first direct you to avoid international visits. But if the events are essential and if you have to be there, don´t stay for too long. We have to discourage the rising trend of such visits. First assess the nature of the invitations and then decide. Don´t accept every invitation without assessing the significance of the event.”

Looking at the political developments till today, the possibility of consensus among the political parties appears slim. It appears it would be essential for us to launch another mass movement after Tihar festival.
The ruling political parties should acknowledge that the president´s move (to reinstate former Army Chief Rookmangud Katawal) was unconstitutional. The constitution should undergo an amendment so that it may not set a precedent.
However, the parties are not even ready to pronounce the first letter of the word president.
The recent statements made by Defense Minister Bidya Bhandari were intended to derail the peace process and invite conflict.
