JANAKPURDHAM, June 12: Province 2 Governor Rajesh Jha has expressed his dissatisfaction with Chief Minister (CM) Lal Babu Raut, reminding the latter that the new cabinet of the province fails to meet the principle of proportionate inclusion.
Writing to CM Raut, Governor Jha said that the Cabinet should be reconstituted on the basis of the principle of proportionate inclusion.

Jha’s discontentment comes days after CM Raut relieved three ministers of his Cabinet and appointed three others from the Nepali Congress (NC).
According to Jha, the Cabinet fails to include the non-Madhesi, Dalit, Muslim and women members proportionately. Stating that it is the responsibility of the provincial government to ensure the representation of the people from every community on the basis of the population density and community presence, Jha reminded the chief minister to take initiatives to ensure such representation.
Governor Jha also complained over the lack of inclusion of members from the martyrs’ families. While reminding CM Raut of the Right to Social Justice as mentioned in Article 42 of the Constitution of Nepal, Governor Jha stressed the mandatory implementation of the principle of proportionate inclusion in every mechanism and entity of the state.
