KATHMANDU, Oct 5: Nepali Congress (NC) leader Dr Ram Sharan Mahat said on Monday that the president should take an initiative giving a week’s time for consensus to end the existing stalemate in the country.

Speaking at an interaction organized by Reporters Club Nepal in the capital, the former finance minister said the president has to give seven days’ time for the current Maoist-led government to step down and pave way for a consensus government. [break]

He added that in case a consensus government could not be formed within the time-frame, the state head should take measures for forming such a government exploiting Article 38 (1) of the interim constitution.

The NC leader said the president’s call for early consensus alone is not enough to tackle the existing intricacies. “I don’t understand what is causing the president to delay taking decision?” he added.

He further described the Maoists’ recent thrust for full budget as a ‘blackmailing’ tactics and said there would be no such major economic crisis in the country if the budget is not endorsed.

“There are several ways for making expenditures. It is just a rumor that there will a crisis if the budget is not introduced now. Expenditures can be made also through appropriation bills,” Mahat argued.
