Neupane wanted to altogether demolish the building, which was repeatedly occupied by YCL cadres, police said. Neupane had recently received a ruling from the District Court, Kathmandu, to assert his ownership of the building.
"We helped to enforce the court order," said DSP Bhola Rawal, chief of Metropolitan Police Circle, Kalimati.
Neupane started demolishing the building at 9 a.m. YCL cadres immediately surrounded the premises to stop the demolition. The YCL had stationed their "area office" in the building. Police used force at around 9:45 a.m. to chase away the YCL cadres.
Teku area remained tense till afternoon as YCL cadres continued their protest against what they called "police intervention".
Neupane had bought the building from one Barun Shrestha 15 years ago. But both parties remained in dispute over ownership of the building.
The incident has taken place at a time when the YCL is being criticized for their seizure of public and private properties at various places. Last year, the government had vacated property at Minbhawan registered in the name of the former Trolley Bus Service as it had been seized by the YCL.
