A pressure cooker bomb found Tuesday at a busy area in Biratnagar, a city generally considered safe, has prompted police to mobilize dogs specially trained to sniff explosives.

Deputy Inspector General Binod Singh of Eastern Regional Police Office, Biratnagar, said search operations to nab criminals have already been initiated.

Security personnel are on a high alert after the Home Ministry issued a circular following the explosions in Bara, Nepalgunj and Butwal. Police say plainclothesmen have been mobilized in Biratnagar, Itahari, Inaruwa, Rajbiraj, Lahan, Siraha and Janakpur, as the cities are believed to have been targeted by armed groups. ´The main job of the plainclothesmen is to gather intelligence about criminals,´ a police official said.

The security personnel have been asked to carry out checks inside passenger vehicles and on motorcycles, monitor hotels and lodges, tap phone calls, and be present in large numbers in busy areas. Under the new security plan it is mandatory for hotels in cities and towns to keep identity cards of customers and remain closed after 9 pm.

Superintendent of Police Gopal Mishra, the chief of APF"s Kankaldimai battalion, said check posts have been added and patrolling stepped up in crowded areas.

Meanwhile, after pressure cooker bomb was found in Biratnagar, APF men seized ten pressure cookers of two liters capacity being brought from the bordering Jogbani bazaar as they grew suspicious of the motive of the persons bringing them.

Police have initiated a covert operation in Saptari, Siraha and Dhanusha, where armed groups are active. Dhanusha police has installed 10 closed circuit cameras in Janakpur to track and deter criminal activities, according to Superintendent of Police Dinesh Amatya, the police chief of Dhanusha.
