KATHMANDU, March 7: Accusing the prime minister as incompetent, CPN-UML has reiterated its demand for immediate dissolution of the government to pave the way for formation of national consensus government.

While endorsing 34-point proposal from the party´s National Representative Council (NRC) meeting in Kathmandu on Tuesday, the third-largest party in the Constituent Assembly (CA) also urged all the political parties to start serious dialogues to form a consensus government.[break]

The document criticized the Maoist party for demanding various posts in Nepal Army, allegedly with ulterior motives. "It has not only further complicated the integration of Maoist combatants into the national army, but also threatened to politicize and drag the national army into controversy," said the 34-point proposal. It has emphasized for speedy integration of Maoist combatants and vacating cantonments as per the seven-point deal.

The UML held the Maoist party responsible for the failure to expedite the statute drafting process as well. In the recent days, Maoist leaders often dispute (with other political parties) issues that have already been settled in previous meetings. "Such a tendency has aroused suspicion over promulgation of a new constitution within the remaining timeframe."

Coming down heavily on Maoist leaders for misusing the money distributed from the state coffers for Maoist combatants and snatching checks of the combatants opting for voluntary retirement, the UML demanded details on the issues and take legal actions against all those involved in the misuse of the money from the state coffers.

At the NRC meeting, UML representatives called on party leadership to remain firm in its official position on system of governance. The UML in its election manifesto stood for directly-elected prime minister as executive head and parliament elected ceremonial president as head of state.

According to participants, most of the representatives were against ethnicity-based federal model.
