Bhattarai administered the oath to the cabinet ministers in the presence of President Ram Baran Yadav, while the state ministers were sworn in at his office at Singha Durbar.
Dinanath Sharma was appointed the education minister, Lokendra Bahadur Bista tourism and civil aviation minister, Bhim Prasad Gautam land reform minister, Ram Kumar Yadav general administration minister, Satya Pahadi peace and reconstruction minister, Kalpana Dhamala science and technology minister and Sarita Giri labor and transport minister.
Similarly, Ram Bachan Ahir Yadav was appointed state minister for defense, Saroj Kumar Yadav state minister for health and population, Dilip Maharjan state minister for tourism and civil aviation, Bishnu Chaudhary state minister for commerce and supplies, Suryaman Dong state minister for energy, Lila Bhandari state minister for education, Gopi Achhami state minister for youth and sports, and Ghanashyam Yadav state minister for local and development.
Jwala Shah was appointed state minister for land reforms and management, Sushama Sharma state minister for federal affairs, constituent assembly, legislature-parliament and culture, Hari Sewa Limbu state minister for finance, Sunita Kumari Mahato state minister for general administration, Bhimraj Chaudhary Rajbanshi state minister for home affairs, Laxman Mahato state minister for forest and soil conservation, Durgadevi Mahato state minister for environment, Kashi Devi Jha state minister for law and justice, Ishwar Dayal Mishra state minister for physical planning and works and Ramani Ram state minister for energy.
Aravind Sah who was named state minister for women, children, and social welfare was not present on the occasion as he was outside the valley.
