KATHMANDU, June 7: The government has barred the plotting of residential land in the Kathmandu Valley if the area of such land is less than 130 square meters (4 aana 1 daam).
Publishing a notice in Nepal Gazette, the Ministry of Land Management, Cooperatives and Poverty Alleviation has come up with the restriction measure on the fragmentation of smaller land size inside the valley. The ministry, in this regard, has endorsed the Land Use Regulations 2022, after three years of implementing the Land Use Act.

The new law has divided the land into 10 categories based on their features and geographic situations. The land categories include agricultural, residential, commercial, industrial, mines, forests, public use and cultural-archeological, among others.
The new regulations are expected to promote land use in proper ways, leading to a way out for long-term land use and improving agricultural productivity. The land under one category cannot be used for other specified purposes. However, the regulations have the provisions for land-pooling to promote mechanization of agriculture and control land fragmentation.
In the new provision, agricultural land inside the Valley cannot be fragmented provided the area of the smallest piece of land after such fragmentation would be less than 500 sq m. In case of Terai and inner Madhesh, plotting is prohibited for land measuring less than 675 sq m.
