The party´s politburo member Surendra Pandey officially registered an 11-point proposal for discussion in the Central Committee (CC) meeting Tuesday apparently as a counter to the nine-point proposal registered by Standing Committee (SC) member K P Sharma Oli, who had recorded a nine-point proposal in the CC meeting on May 25.[break]
Though Pandey has named no one in the document, he has labeled various allegations clearly indicating Oli, who has demanded party chairman Jhalanath Khanal´s resignation from the post of prime minister accusing him of acting against party decisions.
Former Finance Minister Pandey, who is close to the prime minister, has accused Oli of continuously working against the party leadership, particularly against the chairman in a planned manner like an opposition leader. "The party should take disciplinary action against those involved in the conspiracy against the party leadership and the party chairman," reads the document.
He has accused the Oli faction of weakening the party by openly encouraging factionalism and running parallel bodies in various districts.
He has also accused Oli of misusing various organizations including Madan Bhandari Foundation and Madan Bhandari Sports Academy to run parallel activities against the party´s sister organizations with "funds from unseen sources". Oli is patron of the foundation and some UML leaders loyal to him run the foundation and the academy.
"This CC meeting should investigate it and order an immediately halt to such activities that promote groupism within the party in the name of the popular leader [Madan Bhandari]," reads the third point of the document.
He has accused the chairman´s rival faction led by Oli and former Prime Minister Madhav Kumar Nepal of promoting a culture of hooliganism, protecting criminals, cornering various contracts, involvement in smuggling through various customs points, benefitting from criminals such as kidnappers and receiving funds surreptitiously for use against the party leadership.
Clearly indicating Oli and leaders close to him, who often launch fiery speeches against the Khanal faction, Pandey has demanded action against those who "spit venom against the chairman and the party leadership in the streets, in the media and in public forums".
Pandey has also described the rival faction as working secretly with royalists in the past and now acting on cue from Nepali Congress (NC) under the pretext of protesting against the Maoists.

Among other allegations, Pandey has described the rival faction as regressive elements in the party for advocating in favor of monarchy during the April 2006 movement and forging secret alliance with the former king and royalists. Indicating Oli, Pandey has said some leaders used to "ridicule the April 2006 republican movement as an attempt to reach America by push cart."
A leader from Khanal faction said Pandey may withdraw the proposal if Oli does so in the meeting. "Otherwise, the CC members will come down on one side of the fence or the other," the leader said.
A leader close to Oli described the document registered at the party´s CC meeting on Tuesday as petty and irrelevant allegations labeled against the senior leader.
