KATHMANDU, July 25: Nepal Rastra Bank (NRB) has made the 15th amendment to the Integrated Payment Systems Directive, 2082 BS, incorporating provisions requiring the use of the National ID card while opening digital wallets and updating users’ details.
According to a circular issued by the Payment Systems Department on Friday, licensed payment service providers must mandatorily verify the electronic records of the National ID before opening wallets for Nepali citizens, as per the revised regulations.

Similarly, licensed institutions are required to obtain self-declarations from wallet users by the end of Ashwin 2083 (October 17, 2026) regarding whether they possess a National ID card. The declaration can be collected through mobile applications or any other suitable means.
According to the revised guidelines, Nepali citizens who already have a National ID must update their wallet details with their National ID number by October 17, 2026.
For users who do not yet have a National ID, payment service providers must establish a system to notify them every month to update their information after obtaining the ID.
The provision allowing Nepali citizens living abroad to open electronic wallets online using required documents remains unchanged. However, such users must update their National ID details with the concerned institutions within six months of returning to Nepal.
The revised directive has also introduced provisions allowing disabled and helpless citizens who cannot manage their own affairs to open wallets and conduct transactions using necessary alternative documents besides the National ID card or National ID number.
