NPC takes suggestions from stakeholders for 16th five-year Plan

KATHMANDU, July 7: The National Planning Commission (NPC) has held discussions with the provincial planning commissions and representative institutions of local governments for the implementation of the 16th five-year plan.

Vice-chairpersons of all provincial planning commissions except Koshi Province participated in the discussions held in the hall of the NPC at Singha Durbar on Wednesday to give suggestions for the 16th periodic plan.

In the meeting led by NPC Vice Chairman Min Bahadur Shrestha at Singh Durbar on Wednesday, several vice chairpersons of the provincial planning commissions, except Koshi Province, and representatives from the provincial planning commissions, Association of District Coordination Committees, Municipal Association of Nepal, and National Association of Rural Municipalities participated and presented suggestions for the 16th five-year plan.

NPC Vice Chairperson Shrestha, members Ram Kumar Phuyal, Jayakant Raut, Prabhu Budhathoki, RP Bichha, Ramesh Chandra Paudel, Anita Shah Dhungana, Member Secretary Toya Narayan Gyawali also participated in the discussions.

The Vice-Chairman of Madhesh Province Planning Commission, Nathu Prasad Chaudhary, the Vice-Chairman of Bagmati Province Policy and Planning Commission, Nara Bikram Thapa, the Vice-Chairman of Lumbini Province Planning Commission, Nahakul KC, the Vice-Chairman of Karnali Province Planning Commission, Yogendra Bahadur Shahi, and the Vice-Chairman of Sudurpashchim Province Planning Commission, Mohan Dev Bista, provided suggestions on how to formulate the 16th Five-Year Plan.

Similarly, deputy secretary general of the Association of District Coordination Committees, Deepak Gautam, chairman of the Municipal Association Bhim Prasad Dhungana and Adviser to the National Association of Rural Municipalities Lekhnath Pokharel gave suggestions for the 16th Five-Year Plan.

Suggestions

Most people have suggested that there should be a plan to increase agricultural productivity and provide support for job creation. Similarly, the participants suggested that the 16th Five-Year-Plan should pay attention to easy and accessible health services as well as quality education. The Vice Chairperson of the Provincial Planning Commission has suggested that the 16th Five-Year-Plan should pay special attention to improve agricultural productivity and generate employment opportunities while focusing on the improvement of the weaknesses in the 15th Five-Year-Plan.

It has also been suggested that a policy should be formulated to promote scientific forest management and enable the contribution of forest areas to 15 percent of total household production, along with utilizing timber products and reducing the current dependency on furniture imports.

The provincial planning commissions and the representatives of the local governments have given suggestions to the NPC such as establishing an industry to export the water flowing from the Himalayas, creating jobs through information technology, and focusing on the production of skilled manpower. NPC has already taken suggestions from its former vice chairpersons, former members, and subject experts.
