No discrimination in constitution: Oli

CHITWAN, Dec 7: Prime Minister KP Sharma Oli claimed that the new constitution does not discriminate against people whether they are from the mountains, hills or tarai-madhes. PM Oli warned that the prolonged agitation in Madhesh could ruin the future of the country as well as Madhes itself.

Inaugurating an extended meeting of CPN-UML leaders from Madhes in Sauraha, PM Oli said that the government is ready to fulfill the demands of the Madhes-based parties unless any of the demands harms the country.

"When they (Madhes-based parties) could not get any point to protest, they demanded that the provision of 'proportionate inclusion' must be added in every single clause," said Oli, who is also the UML chairman.

"They asked for delimiting electoral constituencies on the basis of population. We are ready to delimit electoral constituencies on the basis of population after allocating at least one constituency in every existing district," he added.

PM Oli claimed that the Madhes-based parties are creating unnecessary debate on the citizenship provisions. "The constitution has guaranteed citizenship to a foreign woman who marries a Nepali man and completes all process of acquiring citizenship. However, there should not be any demand that a foreign man, who marries a Nepali woman, should get citizenship," argued Oli.

"The issue of provincial delineation cannot be decided haphazardly as any fortune-teller does. The constitution has set some principles for it. We are ready to discuss the issue on the basis of those principles," he added.

He alleged that the Madhes-based parties are not serious about ending the crisis through negotiation.

"They moved out of the Constituent Assembly when it was drafting the constitution. They joined the House to vote in the election for the prime minister. The government's request for dialogues goes unanswered because they go somewhere else and shun the talks," accused Oli.

CPN-UML is holding the extended meeting with the cadres from Madhes districts. The two-day meeting will discuss on three papers prepared by the party secretariat.

The meeting is being attended by 275 leaders, including UML's office bearers, standing committee members, chairmen of 22 districts in Madhes as well as district and zonal in-charge from the Madhes region. According to UML Secretary Yogesh Bhattarai, the participating leaders would be divided in three groups to discuss on the three papers. The papers are focused on the socio-economic problems of Madhesh and the party's policy on resolving them.

Likewise, the party's publicity department has translated the Constitution of Nepal 2015 as well as the party's policy documents in six languages, including Abadhi, Maithali, Bhojpuri and Tharu languages spoken in eastern and western Nepal.
