This was stated at a press conference organized on Friday to release a book ´One decade of Commission: Commission´s Recommendations over Complaints´ that incorporates the cases of human rights violation that have taken place since the inception of the NHRC, and study and research on it and the recommendations by the Commission.[break]
During the period of 2058 and 2066, the recommendations of the Commission includes cases related to 153 extrajudicial killings by the security bodies, 8 deaths in custody, 48 murders by the Maoists, two deaths in retaliation, nine deaths in bomb explosion, two deaths by unidentified group, eight deaths in clashes and 8 of murder after disappearance.
Likewise, the Commission also made recommendations on cases relating to one murder after abduction, 48 disappearances, three abductions, 30 incidents of torture, 16 incidents of violence against women, eight incidents on violation of child rights, 28 cases on the displaced, one on labour rights, three cases on returning property, two cases on right to health, one case on illegal detention, three cases related to rights of prisoners, three on judicial administration/fair trial and one on right to information.
A total of 386 recommendations were made for action of which 34 were fully enforced and 138 partially while 214 were not enforced at all.
In the ten years of founding of the NHRC, the Commission made 407 important recommendations i.e. between 62 to 65 per cent of the total cases of human rights violation that took place during the period, spokesperson of the Commission, Gauri Pradhan said.
Of the recommendations, the Government has enforced only those related to providing relief and that too some partially but it has not taken any action so far against the perpetrators, he said.
Around, 10,500 cases were filed at the Commission.
Speaking on the occasion, Chairperson of the Commission, Kedar Nath Upadhyaya said recommendations on the haliya and kamlari tradition, diarrhoea and food crisis were some of the major recommendations but none was implemented.
He also said the major actors stopping the Government from enforcing the recommendations were the political parties, as the sister organizations of the major three political parties were involved in serious violation of human rights and acts of criminal offense.
