At a news conference in the capital on Monday, Carter said Nepalis are capable of taking decisions on their own and their decision would be the most authentic.
Carter said during his meetings with President Dr Ram Baran Yadav, Chairman of Interim Election Council of Ministers Khil Raj Regmi and top leaders of major political parties, he suggested holding the upcoming Constituent Assembly (CA) polls in the slated timeframe.
He also said he suggested the leaders to hold elections between mid-November to mid-December instead of monsoon season but the decision to be taken by Nepalis would be the final one.
Saying that he was confident of strengthening of Nepal´s democracy through elections, Carter expressed happiness over the major parties´ agreement that paved the way for elections.
He also stressed for writing the new constitution as early as possible.
The former US President also said that the obstruction of voters´ name lists by the cadres of the CPN-Maoist was not justifiable adding that, however, Chairman of CPN-Maoist Mohan Baidya shared with him that his party was not against the elections.
Carter who landed in Nepal on 29 March held talks with the President, the Chairman of the Interim Election Council of Ministers and top leaders of the four parties and others.
The Carter Center has also expressed its keenness to observe Nepal´s upcoming CA polls.
