Leaders from major political parties closely involved in interparty negotiations, however, said that the CA chairman also has an alternative plan if the CPDCC and leaders fail to settle the disputes in consensus.
"If the top political leaders settle major contentious issues in consensus, the chairman will entrust the CPDCC with preparing a report based on the same political understanding and forward it to the CA plenary," said a source close to Nembang requesting anonymity. "However, the chairman at a CA meeting on Thursday will announce the agenda items for the next sitting."
Asked about the business for the next sitting, the official said Nembang may set the business in motion citing CA regulations and established practices to which he refers frequently.
In the past, Nembang had formed a questionnaire committee amid strong protest by the UCPN (Maoist) and other opposition parties. The questionnaire committee has already prepared questionnaires of disputes in the objective format so that they can be put to vote.
The UCPN (Maoist) and other opposition parties, however, have been demanding that the Baburam Bhattarai-led CPDCC be given more time to settle the disputes in consensus. They are strongly against the proposal to settle disputes through majority votes in the CA. As the ruling coalition commands two-thirds majority in the 601-member CA, the Maoist proposal is certain to be defeated.
Nembang on January 25 had formed a questionnaire committee only after the CPDCC couldn't settle disputes even after four extensions of the deadline.
This time around, Nembang has shown readiness to send the disputes back to the CPDCC after top leaders of the major political forces settle the disputes in advance though a political deal.
