The Maoists have pressed for the reappointment of judges while the Nepali Congress and the CPN-UML have vehemently opposed it. “Just two days ago, we had agreed to hold a vote on any provisions we differ over. So I conducted a voice vote,” said chairman committee Teli, who is from the UCPN (Maoist).
However, NC members have stated that Teli decided to go for a vote suddenly when he saw his party´s majority in meeting as some NC and UML members were absent. “It was a dishonest move by the Maoists,” said CA member Amod Prasad Upadhyaya, who is also the member of the committee.
Then Teli conducted a voice vote and declared that majority of the committee members were in favor of reappointment of judges, even as the NC and UML lawmakers boycotted the meeting. Of the 43 committee members, 31 were present at the meeting. There are 17 Maoist lawmakers in the committee.
Teli, however, said he held a vote as per the agreement with committee members from the NC and the UML. But the committee member from the NC Radheshyam Adhikari said that the committee members had not agreed to hold separate voting on each of the points of disagreement. “We had agreed to hold a vote on the points of disagreement all at once in the end,” he said, “We disagreed on the procedure and boycotted the meeting.” Adhikari said that Teli has called other parties for a meeting on Wednesday to sort out the differences.
Maoist proposal for the election of judges and final interpretation of constitution in the legislature has hindered the drafting of the concept paper and preliminary draft in the committee.
